 産経の「北資金 露、送金受け入れ申し出」のソースは聯合通信ではないんですが、どうもニュアンスが違うんだな。
APには韓国の千英宇に対するインタビューが引用されており、千英宇はこう言ってます。

Chun did not comment on the Yonhap report but warned that no one could guarantee a resolution of the impasse. South Korea, the U.S. and their regional partners are seeking ways to resolve the financial dispute in a way that "poses no legal problems and all parties can accept," Chun said.

先稿に書いた状況、つまり北朝鮮がどういう反応をするか不明というところはなんら変わっていないようで、気になるのはヒルの発言にも千の発言にもある「みんながなんとかしようと思っている」というフレーズで、ここに日本の陥穽があるんでしょうね。

 ま、そうならないためにもこの案も壊れりゃいいんですが、さて、これで風圧が強まる北朝鮮の出方が楽しみです。

 今朝になって国務省の定時会見が更新され、この件に関するやりとりが最近では目立って長く行われていますので該当部分だけ引用しますが、そういう事実はあるものの、それが全体の流れを変えるかということにはいたって慎重な言及です。

QUESTION: Can you tell us what the deal is with the BDA and the -- and this Treasury has come out and said that yeah, you are in fact working with the Russians on this. So can you give us a --
MR. MCCORMACK: Can't get ahead of my friends over at Treasury. I know that they've talked a little bit about it, but I can't really offer any more details at this point other than to say and to repeat what I have said before, that we'd all like to see this behind us so we can get back down to the real business of the six-party talks, denuclearization of the Korean Peninsula. We have not yet received word from the North Korean Government to any of the six parties that they have received their money in a new bank account. So when and if that happens and they acknowledge it, then maybe -- perhaps be able to talk a little bit more about this and certainly in the sense that it is behind us at that point.

QUESTION: Right, but -- I mean, in terms of where you have been over the past couple months on this --
MR. MCCORMACK: Right.

QUESTION: -- in the stalemate, is there some -- any sense of hope that it could finally really now be on the brink of being solved?
MR. MCCORMACK: You know, this is one of those issues where until it is done, I'm not going to be laying down any bets. Certainly, we would like to see it done. I know that Treasury has talked a little bit about a possible mechanism to get this done. We'll see.

QUESTION: Someone had asked Tom if he had any sense of progress. Can you say whether you feel like you've made any progress on this?
MR. MCCORMACK: I think until it is done, that's -- that'll be the sign of progress we're looking for.

QUESTION: There was, I think, a Yonhap report which says that if you do resolve this, that the United States and North Korean officials would meet fairly soon thereafter, after a resolution. Is there anything to that?
MR. MCCORMACK: Nothing scheduled at this point. What we'd like to see is the six-party talks resume. We'd also like to see the North Korean Government fulfill its end of the bargain of the February 13th agreement. Any potential meetings, we'll have to take a look to see where we are in the six-party talks, where North Korea is in performing its end of the bargain, but nothing scheduled at this point.

QUESTION: You're not -- right -- sort of hostile to the idea, though, of those kinds of talks? I'm surprised that you didn't say, for example, "Look, when we hold such talks, we try to do them in the context of the six-party process" --
MR. MCCORMACK: You --

QUESTION: -- "Berlin notwithstanding."
MR. MCCORMACK: You anticipate what I was going to say.

QUESTION: Right.
MR. MCCORMACK: You know, any of these discussions, in the past, they have taken place within this context of the six-party talks. Well, we would argue that it is talking about the six-party framework, six-party issues. You may say it's a stretch; you know, we say it's within that framework.

QUESTION: (Inaudible).
MR. MCCORMACK: We can talk about that later. So we'll see. We'll see, Arshad. We have met with them in the past in that framework and we'll see if that happens again, but what's important is we start to actually get back to implementing the February 13th agreement.

QUESTION: One other thing. Why would you consider giving them a meeting absent their having met their end of the --
MR. MCCORMACK: All I'm saying -- I'm not saying they're -- that we are. I'm saying when -- if you rewind the videotape a little bit, I talked about, let's see where we are in terms of their performing on their end of the agreement and where we are in the six-party process before we start talking about those kind of meetings. Yeah.

QUESTION: Sean, are you (inaudible) the Russians are involved in this, any possibility?
MR. MCCORMACK: I'm not going to go -- I know Treasury has talked about it. I'm not going to go beyond the Department of Treasury on this one. Anything else on North Korea? Yeah.

QUESTION: Could you provide a bit of a preview on the talks that Chris Hill is having with his South Korean counterpart today and how much BDA is going to feature in these discussions?
MR. MCCORMACK: I think -- well, the framework is the six-party talks, so we'll talk about where we are and BDA figures into that at this point, talk a little bit of -- talk a little bit about, well, if this does work out, how might the process unfold, what would the next steps be. We're not there yet, but we want to be prudent and make sure that if it does happen that we are properly positioned as a group of five parties to resume the discussions and also to encourage the North Koreans to live up to their end of the bargain and see what else might be done in terms of sending messages to them -- driving home that point.

QUESTION: But are these discussions taking place because you think you're close to resolving the BDA issue?

MR. MCCORMACK: It closes when it's done. Yeah. Anything else on North Korea? All right.

 これでもあなたは国連中心主義を支持しますか?、そういう素朴なテーマを絵に描いたような話なんですが、これまでにその杜撰とバカさ加減で話題を振りまいてきた国連開発計画の対北朝鮮援助。
その資金が北朝鮮の在外不動産取得やミサイル開発、核開発のための機材購入を助けてきたというアホな話です。

 ワシントンポストの記事によると過去10年の国連開発計画による北朝鮮向け支出は300万ドル/年間×10年=3000万ドル(36億円)に上るんだそうですが、少なくともその内の280万ドル(3億4千万円)が欧米の不動産取得に使われ7100ドルがミサイル・核開発に転用可能な機材の購入に充てられ、しかも後者については国連機関自身が輸入を代行した、こんなアホらしい話ですが、これ以外にもすでに報じられている、実態が北朝鮮政府に他ならない団体に対する資金供与が2001年から2002年の一年だけでも800万ドル(9億6千万円)を超えるって言うんだから「なにやってんの?」です。
そしてこの手の話が俄に書き立てられるところにアメリカ政権内のBDA資金問題に関する暗闘が見て取れる、そんな気がします。

露の銀行への送金検討 「最終段階」と韓国報道

 またしてもソースがガセネタ垂れ流しの聯合なんで裏なんかとりに行きませんが、これって北朝鮮にはなんにもメリットないし、すでにファンドが離れ始めているとするならますます意味のない話だと思う。
もっとも、なんとかBDA問題を終結して北朝鮮の口実を封じるのが目的だとすればそれはそれで一つの進展といえるのかも知れないけど、少なくとも日本にとっては歓迎すべき話ではないと思う。
まぁつぎの報道を注視しましょう。

 【ソウル=鈴木壮太郎】英たばこ大手のブリティッシュ・アメリカン・タバコ(BAT)は8日、北朝鮮国営会社とのたばこ合弁を解消すると発表した。BATは保有する合弁会社の株式をシンガポールの貿易会社SUTLグループに売却する方針だ。

 これはどこも報じてないしネタ元が聯合なんで...なんですが、これはColin MacAskillのいじった案件なんですね。
 これを真に受けるとすれば彼のファンドが北朝鮮から撤退し始めた、そういうことにもなろうかと思います。
さすればつぎはVOLVOか?

 そして思うのは、アメリカ国務省以外の連中はパトリオット法遵守による北朝鮮の利権再配分を狙ってたりして。w




 国務省の定時会見で久々にマコーマックがBDA関連長広舌です。
しかし相変わらず持って回った言い方で、僕には国務省もギブアップしてるとしか思えない。w

 二人目の質問者は三日にリチャードソン・ニューメキシコ知事が「2週間以内に解決するだろう」と述べた(僕は確認してないけど)ことに関してその根拠を問うているわけですが、
それに対して「しらん!!」と答えたきり次の話題に進もうとしてます。

 元々僕は山拓だのリチャードソンなんてののいうことは眉唾だと思ってるんで、実際そういう発言があったかどうかもおいませんが...


QUESTION: On North Korea --
MR. MCCORMACK: Mmm-hmm.

QUESTION: Can you give us an update on where we are in implementing the deal, I mean --
MR. MCCORMACK: Did someone put you up to that question?

QUESTION: (Laughter.) No, but I --
MR. MCCORMACK: From back here.

QUESTION: No, but I saw that Yongbyon is getting -- I don't know of its significance -- but they restarted Yongbyon.
MR. MCCORMACK: Right.

QUESTION: And that it just looks like maybe in, you know -- did diplomats overstep -- over-promise? Did they promise something that couldn't be done? What's going on?
MR. MCCORMACK: No, I think that as many have heard me say before, the whole issue related to BDA was a lot more complicated than anybody could have possibly anticipated. The rules, regulations and traditional behaviors in the international financial system make this sort of resolution very complicated. We took -- we have taken the steps that we officially think that we need to take in order to resolve this. It's clear that it becomes -- it has become clear that in order for the transactions to be completed, it's a complicated matter. We want that to be over as soon as we possibly -- as it possibly can, and so that we can get back to implementing the February 13th agreement.

QUESTION: So is the State Department still working on helping the North Koreans set up their own bank account or --
MR. MCCORMACK: Well, the basic issue is one between North Korea and its bankers. Now, certainly, we, of course, as well as other members of the six-party talks, have an interest in seeing this be resolved. But again, as I've responded to many questions in the past about this, it's not something that lends itself to a play-by-play analysis. So once it's all resolved, perhaps we'll have more to say about it. But at this point, we will say only a few things. One, a lot more complicated than anybody could have imagined, like to see it resolved as soon as possible so we can get back to the Six-Party Talks --

QUESTION: Can we --
MR. MCCORMACK: -- the main business.

QUESTION: Can we then conclude that using this 311 section of the Patriot Act is like a far more powerful tool than anybody imagined? That it's one that people just can't turn off once you turn it on?
MR. MCCORMACK: It is a powerful tool.

QUESTION: But it can't be turned off though. It can't be -- once you designate someone 311, it's difficult to reverse the stigma that you've put on their money.
MR. MCCORMACK: Difficult, yes. Impossible, no.
Yeah.

QUESTION: Just on the same topic, thank you. Bill Richardson(ニューメキシコ州知事) said yesterday that he expects the BDA issue to be resolved around in about two weeks. Do you know what he might be basing this on?
MR. MCCORMACK: I'm not sure. I don't get into those sorts of timetables. I can't tell you what he was basing that on. Anything else on this? Oh, you haven't had one. Go ahead.


 温家宝が来日した際の日中共同プレス発表に関してマスコミはこぞって称え、とりわけ東シナ海のガス田問題に関しては共同開発の道が開けたなどという欺瞞的な宣伝が横行したことは記憶に新しいと思います。

 共同プレス発表の第8条に

6.双方は、東シナ海問題を適切に処理するため、以下の共通認識に達した。
(1)東シナ海を平和・協力・友好の海とすることを堅持する。
(2)最終的な境界画定までの間の暫定的な枠組みとして、双方の海洋法に関する諸問題についての立場を損なわないことを前提として、互恵の原則に基づき共同開発を行う。
(3)必要に応じ、従来よりハイレベルの協議を行う。
(4)双方が受入れ可能な比較的広い海域で共同開発を行う。
(5)協議のプロセスを加速させ、本年秋に共同開発の具体的方策につき首脳に報告することを目指す。


と触れられているわけですが、結局これは「現状固定」、温家宝が来る以前の状況、つまり中国がやりたい放題をやるということを固定するということでしか無く、そのことを端的に表すのが「双方の海洋法に関する諸問題についての立場を損なわないことを前提として」と「双方が受入れ可能な比較的広い海域」であり、どちらかが異論を唱える領域における共同開発はあり得ない、こういうことです。

 個人的には共同開発提案そのものがすでに敗北主義的であり支持できないのですが、そういう情けないことをした挙げ句の果てに中国の横着を追認させられた、それがこの文言です。

 そんなわかりきったことを隠蔽してまでマスコミが例外なく温家宝招請を成功であったと言い募ったのは、富田メモ以来の安倍政権発足を含めた日中関係修復シナリオが、政官財のみならずマスコミまで捲き込んで進められている証だと思うんですが、これまた不思議なことに、中国と言えばなんでも目くじらを立てるエセ右翼やエセ保守はこの記事にはまったく騒がないですね。

東シナ海ガス田、中国が共同開発中間線案拒否…局長級協議
 東シナ海のガス田開発をめぐり、北京で5月25日に行われた日中局長級協議で、中国側が中国沿岸から沖縄西側の「沖縄トラフ(海底の溝)」までの大陸棚に権益が及ぶとする従来通りの「自然延長論」を主張し、日中中間線付近の白樺(中国名・春暁)などのガス田での共同開発を拒否していたことが、2日、明らかになった。

 複数の政府筋が明らかにした。

 日中両首脳は、4月の温家宝首相の来日時に、〈1〉広い海域で共同開発を行う〈2〉今年秋に具体策をまとめる――ことなどで合意していた。このため、日本側は首脳会談後初めてとなる5月の局長級協議での進展に強く期待していた。中国側が従来通りの主張を繰り返したことで、秋までの日中協議は改めて難航する可能性が大きくなっている。

 ガス田をめぐる局長級協議は2004年10月に始まった。中国側は当初から、東シナ海での日中の排他的経済水域(EEZ)などの境界画定について、大陸棚の自然延長論を主張してきた。

 これに対し、日本側は、双方の海岸から等距離に引いた中間線をもとにする「中間線論」を主張。国連海洋法条約の関連規定などに基づき、現在、国際的に採用されている考え方だ。

 政府筋によると、先月25日の協議で、中国側は尖閣諸島も含む日本側の海域での共同開発を主張した。一方、日本側は国際司法裁判所などの判例を示しながら、中間線の妥当性を説明した。

 しかし、中国側は「判例だけがすべてではない」などとして、中間線自体を認めず、中間線周辺で中国側が開発中の白樺、翌檜(あすなろ)などの4ガス田は「対象外」として、日本側の共同開発要求を拒絶した。

 日本側は、新たな譲歩案として、共同開発で、中国がすでに開発に投資した資金を負担する案も示したが、中国側は応じなかったという。

この読売の記事もいかにも意図的なんですが、こんな話はすでに先月中に人民日報だったか新華社だったかが報じていて、中国の言い分は「中間線なんてのは日本の勝手な主張であり認めない。」です。

 話し合いで解決しようとする限りこうなることはわかりきったことなのに「日本側は首脳会談後初めてとなる5月の局長級協議での進展に強く期待していた。」などと平気で書ける讀賣新聞のそうとうな強心臓なんですが、そういうマスコミの一致団結した隠蔽に対して無力だよな、世論は。

 昨日以来魏京生が成田で足止めを喰らっていることにネット内のエセ右翼やエセ保守は盛んにブーイングをやってるんだけどさ、同じ媚中にしてもこっちの媚中の隠蔽の方が国営上重大だと思うんだが気にならんのか?

 安倍マンセーでエセ保守のバカなやつはこの魏京生入国拒否を媚中派大物政治家の指示だろうなんてアホなことを自慢げに書いてるんですが、これが安倍政権の本質なんだってことですよ。


李氏の靖国参拝、「私人の信仰の自由」と首相

 相変わらずこういうくだらない質問を繰り出す記者ってのがアホなのは間違いないが、こういう回答をする安倍や塩崎もアホだわな。
信仰の自由? 頭おかしんじゃないの安部ちゃん?
 APに「UN Criticizes Japan on Sex Slaves」なんてセンセーショナルなタイトルがあったので本文を読んでみた。

- In a report issued Friday, the U.N. committee condemned what it called efforts to cover up history and urged Japan to address the "discriminatory roots of sexual and gender-based violations" and improve rehabilitation for survivors.

というんだからこれはいよいよ国連分担金減額だなっと思ったんですが一応念のため「United Nations High Commissioner for Human Rights」のサイトで報告書を読んできました。

 問題の報告書は「COMMITTEE AGAINST TORTURE CONCLUDES THIRTY-EIGHTH SESSION」というタイトルなんですが、このての報告書としてはそんなに長くはなく、デンマーク、ルクセンブルク、イタリア、オランダ、ウクライナ、日本、ポーランドに関する報告書を総括する内容で、日本に関して特に長文となっているわけでもなんでもなくまた売春宿問題が主題として扱われているわけでもない、もっとも国連機関がこういう文書で売春宿問題を扱うことそのものが問題ではあるけど。

 そこで、日本に関する部分だけを全文引用しておきますが、問題の売春宿に関する部分は太字の部分だけですね。

Japan
Among positive aspects in the initial report of Japan, the Committee welcomed the adoption of the law amending the Immigration Control and Refugee Recognition (in 2004); and the Act on Penal and Detention Facilities and the Treatment of Inmates (in 2005), as revised in June 2006. The Committee noted the establishment of new mechanisms aimed at increasing the transparency of detention facilities and to prevent the recurrence of violence, such as the Board of Visitors for Inspection of Penal Institutions and the Review and Investigation Panel on Complaints by Inmates in Penal Institutions. The Committee welcomed the announcement of the establishment, as of June 2007, of the Board of Visitors for Inspection of Police Custody. Furthermore, the Committee welcomed the activities of the Corrections Bureau concerning training curricula and practice for penal institution staff, which now included human rights standards as well as behaviour science and psychology. The Committee also welcomed actions taken by Japan to combat trafficking, in particular the adoption of the National Plan of Action to Combat Trafficking in Persons of December 2004.

With regard to non-refoulement protections, the Committee was concerned that the 2006 Immigration Control and Refugee Recognition Act did not expressly prohibit deportation to countries where there was a risk of torture; that there was no independent body to review refugee applications; and that there had been numerous allegations of violence, unlawful use of restraining devices for deportation, abuse, sexual harassment, and lack of access to proper healthcare in landing prevention facilities and Immigration Detention Centres. So far, only one case had been recognized as ill-treatment in Immigration Detention Centres. Also of concern were insufficient guarantees of access to judicial review for all asylum-seekers; and the undue length of time asylum-seekers spent in custody between the rejection of the asylum application and deportation. The Committee was also deeply concerned with the prevalent and systematic use of the Daiyo Kangoku, substitute prison system, for the prolonged detention of arrested persons even after they had appeared before a court, and up to indictment, which, coupled with insufficient procedural guarantees for the detention and interrogation of detainees, increased the possibilities of abuse of their rights, and might lead to a de facto non-respect of the principles of presumption of innocence, the right to silence and the right of defence. As a matter or priority, Japan should amend its legislation to ensure complete separation between the functions of investigation and detention; limit the maximum time detainees could be held in police custody in line with international minimum standards; ensure that legal aid was made available to all persons detained from the moment of arrest; and ensure prompt access to appropriate medical care to persons while in police custody. The Committee was also deeply concerned about the large number of convictions in criminal trials based on confessions, in particular in the light of the lack of effective judicial control over the use of pre-trial detention.

With regard to solitary confinement, the Committee was concerned about the de facto absence on a time limit for that practice; the number of detainees who had been in isolation for over 10 years; the lack of effective recourse procedures against decisions imposing solitary confinement; and the absence of criteria to determine the need for solitary confinement. The Committee was deeply concerned about a number of provisions concerning individuals sentenced to death which could amount to torture or ill-treatment, in particular the principle of keeping death row prisoners in solitary confinement after the final sentence was handed down, in some cases exceeding 30 years; and the fact that prisoners were notified of their execution only hours before it is due to take place.
The Committee was also concerned about the inadequate remedies for the victims of sexual violence, including in particular survivors of Japans's military sexual slavery practices during the Second World War, and the failure to carry out effective educational and other measures to prevent sexual-violence and gender-based breaches of the Convention. Continuing official denial, failure to prosecute, and failure to provide adequate rehabilitation all contributed to Japan's failure to meet its obligations under the Convention to prevent torture and ill-treatment. The Committee recommended that Japan take measures to provide education to address the discriminatory roots of sexual and gender-based violations, and that it provide rehabilitative measures to the victims, including steps to prevent impunity.

 太字部分だけ要約すると
委員会は、とりわけ第二次大戦中の慰安婦の生き残りも含めた性的暴力の被害者に対す不十分な改善策にも、そして条約に定められた性的暴力や性に基づく権利の侵害を防ぐに有効な教育上の処置をやその他の措置を執らなかったことにも懸念を感ずる。 相次ぐ当局者の否定(慰安婦に関する強制の)や訴追の不調、十分なリハビリを提供しなかったこと(アジア女性基金の廃止?)は全て、拷問と虐待を防止する条約による義務の懈怠を助長した。

 そしてここからが勧告にあたりますが、including steps to prevent impunityが上手く訳せないとお断りした上で(笑
日本が、性的あるいは性にもとづく暴力の差別的な原因に取り組むための教育を施し、予防も含めて、被害者のリハビリのための有効な措置をとることを勧告する。
こんな内容かと思います。

 APの記事だけ読むと、あたかも慰安婦問題で勧告を出したかのような印象を受けてしまうんですが、あくまでも慰安婦問題は例示であり、慰安婦問題に向き合おうとしないメンタリティーが、性的暴力や虐待の問題に手が付かない背景であるというような展開です。
これもいかにもな我田引水ではありますが、まそれはおいて、APの記事書いたHANS GREIMELって野郎はとんでもない捏造野郎です。

にあるようなことは報告書のどこにも書いてないですもん。

 そしてこの報告書に何故に意味不明な慰安婦問題への言及がなされたかについては「慰安婦問題:国連拷問委員会との関係」に推論がなされているのでご参照ください。

 つい最近は産経新聞の古森さんの記事捏造が問題になり、産経は最近記事訂正をやったようですが、この時はソースをあたりもしないでヤンヤの喝采を送ったネット右翼やエセ保守がizaのブログを中心に十分すぎるほどの馬鹿を晒しました。
今回起きるとすれば逆の現象が起きるのでしょうが、やはりソースをきちんとあたりましょうよ。

 そして産経の訂正ですが、米軍が命令→米軍が許可では訂正でもなんでもなく弥縫ですね。
どうせ認めたならきちんと決然とやって貰いたいもので、あれはどこからどうつついても「黙認」以上のものではなかったと思います。

で誰が書いたかと思って中身を見たらなるほど、戦略国際問題研究所日本部長で元国家安全保障会議(NSC)上級アジア部長、ジョージタウン大学準教授のマイケル・グリーンだった。(爆

 全体として、今コンドリーザ・ライスが進めている対北妥協策をこっぴどく批判する内容なんですが、ほかの保守派の批判と大きく違うところは、

 暫く前から海外メディアでは既に動き出したかのような筆致で「アメリカが北朝鮮をテロ支援国家から除外」と書き立てているわけですが、しかし、ここ数日のアメリカ国務省やホワイトハウスのブリーフィングを見る限りでは、対北妥協積極派である国務省と消極派・懐疑派の綱引きは続いており、後者の期待を一身に担っておるのが財務省だと、こんな感じのようです。

 先週のワシントンタイムズの記事「U.S. bank helps clear hurdle to shut reactor」には

- The highly unusual decision to let North Korean money labeled by the Treasury as "dirty" be deposited in a U.S. bank -- entailing full access to the international financial system -- was made by Secretary of State Condoleezza Rice and Treasury Secretary Henry M. Paulson Jr., officials said.
財務省によって汚い金であると判定された北朝鮮の金を、国際金融システムに対する十分なアクセス能力を持ったアメリカの銀行に寄託するというこの高度で例外的な決定はライス国務長官とポールソン財務長官によってなされた、と当局者は語った。

 という記述があり、僕は絶望的な気分になったんですが、ポールソンはさておき、現実の財務省はまだパトリオット法を引っ込めはしてないようです。

とありますが、国務省にしろ財務省にしろ、いくら引き受け手の銀行を探したところで、パトリオット法の適用除外を明言しない限り誰も引き受けないわけで、これまで幾つかの銀行の名前が挙がったわけですがどれもポシャった。
そして今ワコビアの名前が挙がってますが、ワコビア自身がパトリオット法の適用除外が条件であることを明言していますから、ワコビアで行くことが決まったときにはそうなったとき、つまり、北朝鮮が実質的にテロ支援国家から外されたときだと言えると思います。

 北朝鮮と交渉するためには圧力が不可欠であることは経験的に明らかであり、核を捨てたくない北朝鮮に核を捨てさせるという困難な外交を強いるんだから、外交官には完全なツールキットを持たせておかなくてはならない。
こんな意味かと思いますが、明らかにライス・ヒルの路線に対する批判ですね。

 この記事にしても5月8日のワシントンポストの社説「Waiting on North Korea」にしても、保守派を中心とする対北妥協に懐疑的な勢力はまだ頑張ってはいるようですが、残念ながら、政権中枢を去った人が多い。

 讀賣オンラインの「国連安保理の北朝鮮制裁決議、実施は加盟国の3分の1程度」によると

 昨年10月の北朝鮮の核実験を受けた国連安全保障理事会の対北朝鮮制裁決議に従い、制裁を実施して安保理に報告書を提出したのは68か国・1機関(欧州連合=EU)で、国連加盟国(192か国)の3分の1程度にとどまっていることが、18日わかった。

なのだそうだが一体今頃なにを寝ぼけた記事を書いているんだ?
僕が今年の初めに聞いたときは1/4と言ってたから増えたわけか?

 関心がないのはまだ良い方で、6カ国協議の腰が砕けるのは織り込み済みで陣取り合戦やっているのがアメリカのファンドと欧州のファンドですよ、というか先行しているのが欧州勢でBDAが国務省が言うほどには捗ってゆかない遠因もそのあたりにあるような気がします。
なにしろBDAにある北朝鮮関連口座の金だけみても、その2500万ドルの内の700万ドルはイギリスのファンド(在香港のKORYO ASIA)の金っすから。

 媚中や媚朝の論客は日本だけ突出すると孤立するなんということ言いますが、実はアメリカばかりをあてにしてやったフリだけしてなにもしないでいるから取り残される、これが正しい。

We do know from the North Koreans, and they've stated it in public and we have also heard from them in private, that they are committed to implementing the February agreement, that they are actively working to resolve the BDA issue and you do see evidence of that reported in the press.
QUESTION: Putting aside the Wachovia element, has the State Department in recent weeks approached several U.S. financial institutions to ask for their help?
MR. MCCORMACK: Again, I'm not going to get into any more details on this issue.

I know that the North Koreans are working with their bankers on the issue and Sue, at the beginning of the briefing, asked several questions about, well, what is the United States Government doing, what is its involvement.
I'm just not going to comment on that at this point.
It's a work that is in progress in terms of the North Koreans working with various banking institutions, but beyond that I'm just not going to have any comment on the issue while it is something that it is in progress other than to say that we all hope it is something that we can put behind us, put in the rear view mirror so we can focus on imparting some more momentum to the six-party talks and get to the business of denuclearizing the Korean Peninsula.
QUESTION: When you say the North Koreans are working with their bankers --

Bank Has Request to Move NKorean Funds

拉致問題認めるだけでも「進展」=エネ支援参加は北朝鮮次第-麻生外相

 内容は至ってわかりやすい内容で、今日の外務委員会で麻生外相が『北朝鮮による拉致問題の「進展」の定義について、「北朝鮮は『(拉致問題は)解決済みで問題はない』と言っている。『ない』から『ある』に変わるだけでも進展だ」』と述べたという話ですが、なんでこの記事に行き着いたのかは、勿論、北朝鮮がBDAの金を動かし始めたという報道(N. Korea: Funds Dispute Nearly Solved)が流れたからです。

外相はこうも言いながらも、日本がエネルギー支援に加わるかどうかは北朝鮮の出方を見極めた上で判断するとの見解を併せて示したということのようですが、つい先週までは強硬論を吐きまくっていた麻生太郎がいきなりこうでは情けなくて涙がでます。

 なんでこういう転身が発生したかは昨日引用した14日の国務省の定例ブリーフィングDaily Press Briefingの中の記者の質問にある But President Bush reassured Prime Minister Abe today in a phone call that it would indeed be considered whether -- in deciding whether to remove North Korea from the list.にある安倍総理とブッシュの電話会談がポイントなんでしょうね。
ただ、内容に関してはケーシーは副報道官は一切言及してませんから憶測を重ねることはよします。

 そこで昨日のホワイトハウスと国務省がどうであったかということをあたってみましたが、先ず15日のホワイトハウス定例ブリーフィングに以下のやりとりがあります。

We certainly want to see the North Koreans finalize this financial transaction as soon as is possible. And we definitely want to put this behind us and get back to what's the real work of the six-party talks, which is the denuclearization of the Korean Peninsula. It is positive that the North Koreans continue to reaffirm their commitment to carrying out the obligations under the February 13th agreement, but the fact of the matter is they haven't completed them yet and we need to see the BDA funds get transferred and then see them act very quickly to move forward on meeting those commitments.

QUESTION: But when you say the time was not infinite before, are there any kind of punishments for North Korea if they don't move quickly on this?

MR. CASEY: Well, I think the thing for people to remember is that North Korea wants to have a very different kind of relationship with the international community and with the other members of the six-party talks. If they hope to gain any of the benefits from that process, then they have to honor their obligations. They're certainly still under UN Security Council sanctions. They haven't gotten any of the benefits, including fuel oil and other measures that were envisioned in response to them taking positive actions on their nuclear program. And of course, they certainly haven't moved forward in terms of the other issues that they would like to see resolved in their relationship with the United States or Japan or any of the other countries in the six-party process. So there's obviously a cost to them in not complying with this, but again, I think our focus is seeing them resolve the financial transactions related to BDA as soon as possible so that we can move forward on this. We need to be in a position where we don't lose too much of the momentum that we gained back in February.

QUESTION: Do you think there remains an actual technical financial block or impediment of some sort to the removal of the funds? Or is North Korea using the fact that it hasn't withdrawn the funds or its account holders haven't withdrawn the funds for leverage or for some other purpose?

MR. CASEY: Well, look, this has been a extremely complicated technical banking issue. It's one that I think has taken longer to resolve and had more complications in it than I think anyone assumed at the outset. So I do think at this point, there are still some technical issues that they're trying to resolve with their bankers and that's something that we do need to see move forward quickly, but I don't see anything that indicates at this point that they are not trying to work through those issues and make the transfer.

QUESTION: What do you see that gives you confidence that they are trying to work through it?

MR. CASEY: Well, again, I think there have been any number of conversations and communications that they've been having with banking officials in Macau and elsewhere. As far as I understand it, our belief is that they are, in fact, trying to make this move forward. It's just that again; it's had some technical complications that probably weren't anticipated at the beginning of the process.

 なにぶんにも時差の関係があるので、今日のところは具体的にナニがどうなっているのかがわかる記事は見つかりませんでしたが、明日になればロイターあたりにも記事が出てくるんでしょう。

 しかしこれだけは言えるのは、安倍政権は取り舵いっぱいだってことですわ。
なんで端からこうなると分かりきっていたものが今頃かといえば、国民投票法が国会通過するまで待った、そしてこの時期迄に通すために民主党に対して妥協に妥協を重ねた、だからやったやったと言う割に「はぁ!?」という内容ですわ。
しかし、それもなしでこれが出たら安倍政権はKOでしょう。

But President Bush reassured Prime Minister Abe today in a phone call that it would indeed be considered whether -- in deciding whether to remove North Korea from the list. And I just wanted to -- there seems to be a disconnect here and I just wanted to clarify.

MR. CASEY: No. Look, I don't think there's any disconnect on this. The U.S. policy on this issue is well known and it hasn't changed. And we've supported Japan on this issue. We've repeatedly told North Korea that it needs to address Japan's concerns about the abductee issue. And while I'm sure this issue -- I know this issue was discussed during the Prime Minister's recent visit, there certainly was no change in our policy signaled or discussed by either the Secretary or the President. And again, let's remember too that the six-party talks are something that does move forward only with the agreement and support of all the parties there. And certainly, there needs to be progress in the U.S.-Japan working group just as in -- or sorry, in the North Korea-Japan working group, just as in the U.S.-North Korea working group and all the other ones. Right now, I certainly think our main concern is to see that the BDA issue gets in everybody's rearview mirror, as Sean likes to say, and then have the opportunity to really start moving forward on the main issue of nuclear disarmament and denuclearization of the Korean Peninsula, which is at the core of it. And all these other issues certainly are part of this process and need to be addressed in order for us to get to the end of full implementation of the September 15th agreement. And we expect that Japan's concerns, just like the U.S. concerns, are going to be addressed as this process moves forward.

I want to thank Secretary Dirk Kempthorne of the Department of the Interior; Michael Griffin, the administrator of NASA; members of the United States Congress; members of the statehouse, including the Lieutenant Governor. I thank the members of the Jamestown 400th Commemoration Commission. Those are all the good folks who worked hard to get this celebration in order. I appreciate the members of the Association for the Preservation of Virginia Antiquities. Laura and I saw members of the Association for the Preservation of Virginia Antiquities digging in dirt. (Laughter.) It just so happened we wandered up, and they found some artifacts. (Laughter.) I appreciate members of the Jamestown 2007 Steering Committee.

The story of Jamestown will always have a special place in American history. It's the story of a great migration from the Old World to the New. It is a story of hardship overcome by resolve. It's a story of the Tidewater settlement that laid the foundation of our great democracy.

That story began on a dock near London in December of 1606. More than a hundred English colonists set sail for a new life across the ocean in Virginia. They had dreams of paradise that were sustained during their long months at sea by their strong spirit. And then they got here, and a far different reality awaited them.

On May 13, 1607, 400 years today, they docked their ships on a marshy riverbank. Being loyal subjects, they named the site after their King, and that's how Jamestown was born. Today we celebrate that moment as a great milestone in our history, yet the colonists who experienced those first years had little reason to celebrate.

Their search for gold soon gave way to a desperate search for food. An uneasy peace with the Native Americans broke into open hostilities. The hope for a better life turned into a longing for the comforts of home. One settler wrote, "There were never Englishmen left in a foreign country in such misery as we were in the new discovered Virginia."

Looking back, 400 years later, it is easy to forget how close Jamestown came to failure. The low point came after the terrible winter of 1610. The survivors boarded their ships. They were prepared to abandon the settlement, and only the last minute arrival of new settlers and new provisions saved Jamestown. Back in London, one court official summed up the situation this way: "This is an unlucky beginning. I pray God the end may prove happier."

Well, the prayers were answered. Jamestown survived. It became a testament to the power of perseverance and determination. Despite many dangers, more ships full of new settlers continued to set out for Jamestown. As the colony grew, the settlers ventured beyond the walls of their three-sided fort, and formed a thriving community. Their industry and hard work transformed Jamestown from a distant English outpost into an important center for trade.

And during those early years, the colonists also planted the seeds of American democracy, at a time when democratic institutions were rare. On their first night at Jamestown, six of the leading colonists held the first presidential election in American history. And you might be surprised to know that the winner was not named George. (Laughter.) A matter of fact, his name was Edward Wingfield. I call him Eddie W. (Laughter and applause.)

From these humble beginnings, the pillars of a free society began to take hold. Private property rights encouraged ownership and free enterprise. The rule of law helped secure the rights of individuals. The creation of America's first representative assembly ensured the consent of the people and gave Virginians a voice in their government. It was said at the time that the purpose of these reforms was, "to lay a foundation whereon a flourishing state might, in time, by the blessing of Almighty God, be raised."

Not all people shared in these blessings. The expansion of Jamestown came at a terrible cost to the native tribes of the region, who lost their lands and their way of life. And for many Africans, the journey to Virginia represented the beginnings of a life of hard labor and bondage. Their story is a part of the story of Jamestown. It reminds us that the work of American democracy is to constantly renew and to extend the blessings of liberty.

That work has continued throughout our history. In the 18th century our founding fathers declared our independence, and dedicated America to the principle that all men are created equal. In the 19th century our nation fought a terrible civil war over the meaning of those famous words, and renewed our founding promise. In the 20th century Americans defended our democratic ideals against totalitarian ideologies abroad, while working to ensure we lived up to our ideals here at home. As we begin the 21st century, we look back on our history with pride, and rededicate ourselves to the cause of liberty. (Applause.)

Today democratic institutions are taking root in places where liberty was unimaginable not long ago. At the start of the 1980s, there were only 45 democracies on Earth. There are now more than 120 democracies, and more people now live in freedom than ever before. (Applause.)

America is proud to promote the expansion of democracy, and we must continue to stand with all those struggling to claim their freedom. The advance of freedom is the great story of our time, and new chapters are being written every day, from Georgia and Ukraine, to Kyrgyzstan and Lebanon, to Afghanistan and Iraq. From our own history, we know the path to democracy is long, and it's hard. There are many challenges, and there are setbacks along the way. Yet we can have confidence in the outcome, because we've seen freedom's power to transform societies before.

These democracies have taken different forms that reflect different cultures and traditions. But our friendship with them reminds us that liberty is the path to lasting peace, and that democracies are natural allies for the United States.

Over the years, these values have defined our two countries. Yet they are more than just American values and British values, or Western values. They are universal values that come from a power greater than any man or any country. (Applause.) These values took root at Jamestown four centuries ago. They have flourished across our land, and one day they will flourish in every land.

 今朝の産経新聞正論「安倍総理訪米と慰安婦問題の行方」を読んで我が目を疑った。
 書き手は元外交官の岡崎久彦だ。

 決議案はもともと可決されても法的効果はない。議員の選挙区向けのパフォーマンスに過ぎない。騒いでは問題を大きくさせるだけである。

とのことだが、この事なかれ主義が河野談話を生み、そして今日の窮状を生んだのでは?

  そしてここまでは媚米エセ保守、小泉・安倍マンセ~の常套句であるから素人が言ったのであれば「馬鹿な奴だ」笑っていられる。
しかし彼はこうも書いている。

総理自身の言葉で謝ったほうが良い。狭義の強制について質問されれば嘘は言えないが、そもそもそんなことは問題の中心ではない。言ってもその直後に、慰安婦制度を持ったことは女性の尊厳を傷つける人権無視の行動として謝罪すればそれで良いのである。
 
 これはとんでもない話であり、それを元外交官の肩書きで書くなどとは尚更にとんでもない。
僕はむやみに謝らないことが国際常識だと思っているんだが、こんな馬鹿な人物が長年外交官をやっていたわけだから、日本外交が惨憺としたものであることも頷ける。

 そしてこの一文がきわめて恣意的な安倍擁護の強弁であると思うもう一つの理由は、氏自身が安倍総理の外交ブレーンであるから知らないはずのないことを伏せていることなのだけど、それは先々週すでに書きましたが、安倍総理が4月3日にブッシュに電話をしてブッシュの指示を仰いだ結果、わざわざアメリカまで出かけて謝罪をやりまくったということです。
ブッシュは「6カ国協議がこじれるからもますな!!」こう言ったわけです。
このことは外信は「当局者の話」として伝えているのに、いつもならその外信をベタ訳して記事にする国内メディアはどこも報じていない。
しかし6カ国協議が順調にいっちゃうことは国益に適いますか?

 僕は「謝らないことが」とは書いておらず「むやみに謝らないことが」と書いている。
それを勝手に「むやみに」を削り落として引用するのは意図的に文意を歪曲するものであり悪意の中傷ということになる。
まぁそれそのものはこの程度のレベルである内はいっこうに構わないが、まず粗忽だということだよ、君はな。(藁

 それにしても相撲とは無い知恵を絞ったのだろうがバカな比喩を用いたものだ。
このバカが用いたついでにその延長戦で言わせてもらえば、引いてばかりいればいずれ土俵を割るのが相撲

 君が言及した日米なり日中なり日韓の関係には見える土俵が存在しないから君の論が成り立ちうるように見えるだけなのだが、その幼稚なオツムではわからんだろうな。(爆

所詮エセ保守の安倍マンセーブログに対し、どうこう言うのもなんだが。

 アメリカとイランの直接対話の可能性はエジプトでAUを中心にした会議が行われた直後から海外ではしきりに取りざたされていましたが、何故か日本語メディアは報じませんでした。
 それはおそらく、そうなった場合には我が国にとってどういうことが起きるかをメディア関係者が考えていないということと、会議当時の外観的な印象、たとえばライスの正面に座ったモッタキがわざと晩餐会の食事を残したとか会議中ほとんど会話をしなかったというような情報ですが、そっちに目がいってしまっていた。

 しかしその裏ではイランの副外相のなんとかという奴(どうもペルシャやアラブの固有名詞はおぼえにくい)がきわめて重要な「我々はアメリカの名誉ある撤退(イラクからの)の道筋を造ることに協力する用意がある」という発言をやっているんですね、そうしてアメリカの以後の外交日程はその通りに動いてました。
そしてシリアのアサドの態度の変化もイランの軟化も始まりました。

そして今日たとえば産経には

「イラン、米と直接協議へ 日程18日までに調整」

 イランのホセイニ外務省報道官は13日、同国がイラクの治安情勢について米国と協議を行うことに正式に合意したと述べた。イラク政府にその意向を伝えたとしている。開催場所はイラク。日時や、イラン政府が派遣する当局者のレベルは18日までに決めるという。イランのメディアが伝えた。
 ホセイニ報道官によると、米利益代表部のある在イラン・スイス大使館を通じて米政府から公式に協議の要請があったという。
 イランと米国は、1979年のテヘランの米大使館占拠事件の翌年に断交。エジプトで今月4日まで行われたイラク安定化に向けた国際会議には、イランのモッタキ外相と米国のライス国務長官が同席したが、外相会談は実現しなかった。(共同)

ソースは共同ですがこんな記事があがってます。
 照れ隠しなんでしょうが、ここまで来てもいまだに「エジプトで今月4日まで行われたイラク安定化に向けた国際会議には、イランのモッタキ外相と米国のライス国務長官が同席したが、外相会談は実現しなかった。」なんてアホなことが付け加えられている。

 予備選以後ジェームズ・ベーカーの名前と共にいまアメリカが進めつつある外交路線の修正は半ば既定の路線として語られるようになったんですが、しかし、実はこれは政争に敗北したコリン・パウエルの路線なのであり、それを実現するための実行者として、本人自身はラムズフェルドの後釜としての国防長官ポストを希望していたライスをブッシュが口説いた。
従っていまライスは本人としては一番やりたくないことをやっているわけですが、しかし成果を上げている、こういうことだと思います。

 そして10日の「対北朝鮮:乖離する日米の姿勢(It was two boats, but not a catamaran.)」 ではこうした一連の流れに関して

 そこで気になるのが、日本では溝ばかりが強調されるアメリカとイランの関係ですが、どうもそうでもないんだな。
そうなると、イラク撤兵のロードマップが出来るまで引っ張るだけ引っ張られた挙げ句に放置プレイ、そんな筋書きなのかもしれません。

と印象だけ書いたんですが、なんで北朝鮮と拉致問題のアーティクルにイラク問題の行く末に関する不安を書いたかと言えば、この二つは修正されたアメリカの核不拡散戦略にとって不可分だと思うからです。

 アメリカの頭の中では既に「準核保有国」という新しいカテゴリーが出来ているのであり、それはなんのためかと言えば「イラクからの名誉ある遁走」のためではないのか?

そしてこのアメリカの身勝手な国際戦略によって見殺しにされるのは、おそらくイラクにいるクルド族、そして北朝鮮にいる拉致被害者です。

 アメリカは今後のイランとの交渉の推移によっては、イランを準核保有国と認定することで手打ちにし、そうしてイランをテロ支援国家のリストから外すのでしょうが、そうした場合、北朝鮮もそれと連動して動かさざるを得ない。
アメリカにとってイランと北朝鮮のどちらが主でどちらが従か?
こんなことはアメリか国内の論説の一を見れば明らかなことですよ。

 我が国はアメリカに強調することが国益だと考え、そしてイラクに派兵をしたわけですが、ここまで来ると騙し討ちですね。

日本は法改正をやってイラク派兵期間を延長しましたが、同じ時期にアメリカは加速度的に撤兵工作を開始しているわけですし、これまで悪化の一途を辿ってきたサウジアラビアとの関係改善にもチェイニーを送り込んで動き出しました。

 4日に書いた「安倍総理の中東歴訪に対する評価」 では

 なんでも腐すととられては困るのですが、そして、ベクトルは良いと思うんですが...
サウジ「破格の厚遇」 脱石油依存へ対日関係重視にあるようなはしゃぎ方、というか、はやし方は国際感覚欠如してると思うんだよね。
 挙句の果てに恨まなくてもいい国を恨まなくちゃいけなくなるというのか...

と安倍さんの付け焼き刃的な中東外交に対してかなり皮肉めいた書き方をしましたが、それが正夢になりつつあります。
日米同盟を信じて憲法まで犯してこれだけのリスクを払ってきた結果、日本の手元にはなにも残らないわけですよ。

 こうなると僕の所論と左巻き諸兄の所論が同じに聞こえちゃまずいのですが、僕が言っているのは、傭兵国家の栄えた例しはないということなのであり、こういうほぞをかむような思いをこれ以上重ねないためにもまともな憲法を掲げ自分の国や国民くらいは自分で護れるまともな国になりましょうということです。

 昨日「BDA:すでに金曜だけど動きがないぞ!!」でBDAの資金に関する最新情報としてロイターの記事を引用し、

在香港のアメリカ系投資銀行家(John Parkがある提言をしていると。
その提言概要は、アジア金融危機の時の処理モデルに準じてBDAを破綻行扱いにし、澳門金融当局が25000ドルだけを別枠で北朝鮮の指定する銀行に送金す、BDAには澳門当局が同額の資本注入をやり、この米系投資銀行がBDAの経営権を買い取る。


と書きました、そして同時に

財務相スポークスマンは「きいてないね!!」と言っているということで真相は藪の中ですが、僕はこのまま藪の中のままで抜き差しならなくなることを望んでいます。

と全く希望的に観測を書いたわけですが、残念なことについ今さっき讀賣オンラインにこんな記事が上がりました。

BDA資金、北朝鮮へ仲介の米銀見つかる…米紙報道
 【ワシントン=坂元隆】米保守系紙ワシントン・タイムズは11日、マカオの銀行バンコ・デルタ・アジア(BDA)から北朝鮮関連資金の送金を受け入れる米国の銀行が見つかったと報じた。
 北朝鮮は核放棄に向けた措置をとる前提条件として、BDAで凍結されていた資金の送金による返還を要求しており、米政府は米国の仲介銀行を探していた。
 米銀経由の送金が実現すれば、北朝鮮が寧辺(ヨンビョン)の核施設の停止・封印などを実施し、核放棄に向けたプロセスが動き出す可能性が高くなる。
 同紙によると、米政府当局者はBDA資金の送金受け入れを表明した銀行の名前を明かしていないが、大手銀行ではないという。
 米財務省は米金融機関にBDAとの取引を禁じているため、財務、国務両省の法務担当者は、送金を受け入れる銀行が制裁違反に問われないような送金方法を検討しているという。
 北朝鮮は当初、BDAから第3国の銀行に送金する可能性を探ったが、米国の銀行を経由しない限り、米ドル送金は事実上不可能なことがわかり、米政府も乗り出して送金方法を模索していた。

ただ、まだアメリカはあくまでもパトリオット法の埒内での解決を目指しているということだけは窺い知ることが出来るようで、最悪ではないと、そういうことかと思います。

 それにしても日米合作で巧みに国民の目を北鮮や拉致から外すものですわ。
そしてそれにうまうまと乗せられるネット右翼ってのも洒落になりませんわ。

一体あんたらどこまでお人好しなんだ?

 国務省の8日のブリーフィングでマコーマックが「木曜にはなにか報告があるだろう」と語っているので注視してますが、どこにもなんの動きもありませんね。
唯一BDA関連であった報道がこれです。

U.S. bankers propose solution to NKorea impasse(Reuters)
- After recent talks with the U.S. bankers in Hong Kong, Park, a former investment banker who heads the Korea Working Group at the U.S. Institute of Peace, an independent institution funded by the U.S. Congress, has gone public with the new proposal.
It would treat Banco Delta Asia or BDA as a "distressed bank", enable Pyongyang to obtain its money, and make it possible for the U.S. investment bankers to purchase the BDA license, giving them a foothold in Macau's fast-growing market, he said.

- Park said the Hong Kong bankers' proposal would have Macau authorities segregate the disputed $25 million in a "special purpose vehicle" as was used during the 1998-199 Asian financial crisis to restructure the Korea Assets Management Corp.
Macau authorities would then inject fresh capital into BDA and invite banks to bid on the newly-capitalized bank, he said.
Meanwhile, a bridge loan would be made to North Korea for a sum equivalent to their BDA funds.

 2/13以後BDAに関して色々の話が流れましたが、その中には当時のオーナーStanly AUが経営権を手放したというような話がありました。
そして先月の中頃には中国筋の話として澳門当局がBDAを買ったという話もありましたが、そこに今回のこの報道を加味するとやはりBDAの経営権はすでに澳門当局に移っているようです。

 そして注目すべきは、このパーク氏の提言は、2/13の直後にヒル次官補が発言した「BDAの経営者が変わればすべて解決する」といった内容とまったく符合するんですね。
がしかし、これでは2500万ドルが戻るだけでしかなく、北朝鮮は賛成しないんじゃないかと思う。

 9日の「靖国の安倍・榊に関する中国の反応 」では安部ちゃんの靖国榊に対する中国の反応について

 日本が日和を見続ける限りはこうした歪な関係は修正できないと思うしこれは長い目で見た場合、つまりいずれ日中の国益の傾きと方向が似通ってくるときが来るという意味なんだけど、、そういうことを考えた場合に今時こうであることは両国はおろか西アジア、東アジア、東南アジアのためにはならないと思う。

ということを書きましたが、JCASTニュースの日韓交流碑文から「東海」削除 民団が批判、騒ぎが拡大によると

鳥取県琴浦町に日韓友好の象徴として建てられた石碑の文字が削り取られた。削除されたのは、韓国が日本海の呼称だと主張している「東海」の2文字。町民からの声に応じた措置だというが、大韓民国民団は「相互理解を後退させる行為」と非難、抗議する、としている。さらに、韓国マスコミもこの問題を報じ、騒ぎが拡大しつつある。

なのだそうだが、まったく同じ根拠で放っておけばいいと思う。
そうすることがベストな対応でしょ。

 昨日の「対北朝鮮:乖離する日米の姿勢(It was two boats, but not a catamaran.) 」で北朝鮮がBDA資金の移転にアメリカの銀行を使わせろと要求している件に関して触れました。
ソースは5/8のAPの「N. Korea Wants U.S. Bank to Handle Funds」SITE=AP&SECTION=HOME&TEMPLATE=DEFAULTですが、その中に、財務相の関係者が匿名を条件に「木曜に何らかの動きがある。」と語ったという話があり、そうして今日がその木曜です。

 午後になって産経izaに以下の記事があがりました、ソースは共同ですね。

 マカオの銀行バンコ・デルタ・アジア(BDA)からの北朝鮮の資金移管問題を解決するため、米政府が1回限りの特例として、米国の銀行を経由して第3国に送金する方法を認めることを検討していることが9日、分かった。米朝関係筋が明らかにした。
 米政府はこの措置により、数日中にBDA問題を解決、核放棄に向けた初期段階措置の即時履行を北朝鮮に迫り、早期の6カ国協議再開につなげたい考え。しかし国際金融システムへの復帰を目指しているとみられる北朝鮮が、これを受け入れるかは現時点で不透明という。(共同)

 裏をとりたくていつものように財務相、国務省と回ってみたのですが、時差の関係もあったまだなにもあがってません。
そんな中、今朝早朝にイランとアメリカの人質合戦に関する「almost like a fight between bandits 」に引用した国務省の定時ブリーフィング5/9付けの中にこの件に及ぶやりとりがあるのでその部分を貼っておきます。

QUESTION: Thanks. North Korea insisted to have the North Korea funding in BDA be transferred to an American banking institution. Is it agreeable to the United States?
MR. MCCORMACK: They're still working with their bankers and if there's any requirement for an opinion from the Treasury Department as to whether or not this is a transaction that the financial institutions involved would feel comfortable doing, then the Treasury Department will take a look at that and see what it is that they can do.
You can speak to my colleagues over at Treasury as to whether or not they're looking at that or working on anything. But again, the main issue here is to get BDA over and done with, have it completed so we can get back to the six-party talks and focus on denuclearizing the Korean Peninsula, which is what everybody's major concern is here.

QUESTION: Sean, don't you think that the North Koreans are just becoming really, really pretentious about where the money could go? I mean, they now can choose what bank to send the money to? I mean, is it -- when are you going to just crack down and just say, "I'm sorry, resolve your problems the way you can, but don't prolong this." It's been two months almost since the deadline.
MR. MCCORMACK: Right.

QUESTION: How long are they going to take? Italian banks, South Korean banks, American banks, where is it going?
MR. MCCORMACK: Well, you -- look, Nicholas, you can talk to them about where it's going. (Laughter.) Look, we all want this. You know, we all want this to be over and done with. As I've said many, many times over, it's a heck of a lot more complicated than anybody would have ever thought it. Everybody wants to see this transaction completed, over and done with, so that we can move on. And to my knowledge it hasn't taken place. We all look forward to the day, especially me, when this happens, so we don't have to answer questions about BDA and we can talk more about the six-party talks and what we're doing there.

QUESTION: But how realistic is it to think that any American Bank after what happened to BBDA, or the treasury did to BDA that any American bank would be willing to accept, you know, the money?
MR. MCCORMACK: Nicholas, you would have to -- obviously individual banks regardless if they're American or Italian or Russian or whatever flavor, they're going to have to make their own decisions about risk and reward, about their -- any reputational risks that might come along with this. I would assume that as part of that calculation that they're going to look at what the reaction from the Department of Treasury might be. As I pointed out earlier, you can talk to the Treasury Department whether or not they're looking at any of these issues. That wouldn't be our call. And ultimately, it would come down to the parties involved, the North Korea, the Macanese authorities, I assume Chinese Authorities, the specific banks, other banks involved, non-Macanese banks involved. And ultimately if required, some opinion or signal from the Department of Treasury.


 日本の官房長官記者会見なんかとは随分空気が違ってフレンドリーな雰囲気ですすんでいるのと会話をそのまま文章に落としているのとで、理解しにくいところもあるかとは思います、そして、最初の質問は率直でわかりやすいんですが、それに対するマコーマックの回答ってのが、基本的には「財務相に聞けよ。」で、いかにも抽象的で核心を外しながら答えてますからわかりにくい。

 ただ、昨日の「対北朝鮮:乖離する日米の姿勢(It was two boats, but not a catamaran.) 」に6カ国協議に懐疑的なワシントンポストの社説「Waiting on North Korea」nav=rss_opinionを貼りましたが、この記者も同じ種類の不信、これは北朝鮮とブッシュ政権両方に対するですが、に満ちてますね。

 産経(共同)の記事の鮮度もそんなに高くはなく、基本的には僕が昨日までに引っ張ってきた情報以上の情報は背景にないと思いますから、新しい話が出てくるとすれば今夜の夜中の更新でしょう。

 この記事に書かれている「今回に限り」は僕は他のどのソースでの見つけられませんでしたが、ここがキーですね。
これでは北朝鮮はまったく意味がないわけです、なんとなれば、彼らの狙いはパトリオット法に基づく制裁の空洞化ですから。
たった一回、口座移転の時だけ緩和されてもそれ以後運用できなければなんの意味もない、キャッシュが欲しいわけではないのですから。
そして逆に、アメリカとしてはここを譲った場合に国際的にかなり威信低下が起きるし同盟国である日本の信頼を一気に失うことになる。

 昨日も書いたように、実は動き始めているイランとの関係がどうなるか?
このことに左右されながら動くような気はしますが、僕は米・イラン関係の好転の結果は拉致問題にとっては好ましいものにはならないだろうと思う気持ちが強いんです。

 北朝鮮と良好な関係を保ち続ける吉田康彦氏のサイトの覗いてきた。
 サイトの作りがどうも良くなくて、トップページの更新速度が一番速いのだが、何故か過去のログが残らないようにしてある。
よって全文引用することにするが、現在のトップはこうなっている。

4月4日から11日まで、朝鮮対外文化連絡協会(外務省の外郭団体)の招待で、日本語教材・日本語図書支援訪朝団(一行8名)の団長として、北朝鮮を訪問し、12日に帰国しました。前回の訪朝時の約束で、平壌外国語大学日本語学科に日本語の教材ならびに日本の古典・現代文学作品など150冊を寄贈するのが主目的でしたが、滞在中、党・政府幹部との意見交換も行いました。
宋日昊・日朝国交正常化担当大使とも懇談しましたが、彼は「拉致問題は解決ずみ」とする北朝鮮の立場を繰り返して一歩も引かず、「安倍首相は拉致問題を政治利用するために真実を国民に隠している。国民は日本政府に情報開示を要求すべきだ」と私に逆提案しました。宋大使によれば、「日本政府当局者は(政府認定の拉致被害者)8人の死亡を認めていながら、生きていることにして全員救出と喚き散らしている」というのです。
真相は私にもわかりません。しかし、これ以上追究しても新事実は出てこないでしょう。米朝関係が進展すれば、日本政府としても何らかの”政治決着”を迫られることだけは間違いありません。
【2007年4月15日】

 どうも、またしても朝貢の旅に出ていたようなのだが、引き続き「拉致問題は解決済み」という北朝鮮の主張の大便代弁を繰り返しているだけでなんの新味もない。
新味がないのはいつものことだが、北朝鮮との太いパイプを吹聴する割に、相手側で名前を出せるのがソンイルホとは情けなくなはいか?

 ソンイルホの語ったという台詞の中の「日本政府当局者は(政府認定の拉致被害者)8人の死亡を認めていながら、生きていることにして全員救出と喚き散らしている」については2002年9月17日の第一回小泉訪朝以来日本国内でも日朝平壌宣言締結時の密約として「8人生存、残りは死亡」で手打ちにしたとかしないとかという流言は飛んでいる。
そしてその真偽だが、北朝鮮の側がそれを公式に言うのであれば、死者の間違いない遺骨を日本に還せば良いという話になるなのだが、何故か遺骨は高温再焼却という細工がしてあったり、ある人の遺骨として提供されたものが複数人の遺骨であることが判明したり、なにより死亡検案書が偽造であったりするわけだ。

 本当に死んだのなら偽造する必要などあるまい?

 そんなわかりきったことでしかないのだが、北朝鮮はその主張を変えない。
思えば舐められたものだけれど、日本人の中に、こういう間抜けな理屈のメッセンジャーを買って出るバカがこのようにいるんだから舐められても仕方はあるまい。

 このままゆけば米朝間の妥協が成立して日本の拉致問題は置き去りにされる懸念、これだけが僕と吉田康彦の共有できるところなんだけど、だからといってなんで日本が政治決着しなけりゃならんの?

 何しろこのセンセイは2004年8月には

*    北朝鮮はミサイル搭載可能の核弾頭を保有はしていない。プルトニウムをいくら貯めこんでも核兵器にはならない。過去に核実験せずに核保有国になった国はない。
*    核開発は米国を交渉のテーブルに引き寄せるための交渉カードにすぎない。米朝対話促進で問題は解決する。日本は朝鮮半島に対する独自の責任があり、米国の意向にかかわらず北朝鮮に対し謝罪と補償をすべきだ。
*    拉致問題を日朝交渉の「入口」におかず、日本も過去の植民地支配を反省、謝罪して、北朝鮮との国交正常化につとめ、早期実現すべきである。
*    拉致はすべて北朝鮮の犯行と断定すべきではない。韓国情報機関の関与もありうる。 

 以上は、過去10年間、私が朝鮮問題で発言してきた主たる論点である。最後の拉致問題だけは、2002年9月の小泉訪朝の際、金正日総書記が「北」の犯行であることを認め、謝罪したため見通しは不正確だったが、それ以外では現時点でも私の主張は一貫して変わらない。
 拉致を認めて総書記が謝罪すれば一件落着と楽観視した北朝鮮側の思惑は外れたが、拉致被害者5人の「一時帰国」を日本側が一方的に「永久帰国」に変えて、北朝鮮当局との約束を破り、このため子どもたちが1年半以上、事実上の人質にされたのは日本側に責任がある。

 だいたいだね、日本国民である人達が自由意志に基づかないで連行抑留されてたわけだよ。
そこがなんで「一時帰国」とか「永久帰国」とかという文言の問題にすり替わるわけ?

そしてこんな戯言をほざいていながら北朝鮮が核実験をやった途端に「核実験は北の当然の権利だ!!国連が干渉するのは内政干渉だ!」「制裁決議を主張する日本は国際常識を知らない!!」なんて恥知らずなことを三週間くらい喚き続けた御仁だから、今後も確実にログをとりながら笑ってみていることにしましょう。


「首相の靖国奉納に中国、直接批判せず 「共通認識」強調」によれば

 副局長は、温家宝首相の4月の訪日などを念頭に「両国は政治的障害を克服し、友好協力関係を健全に発展させるとの認識で一致した」と強調。こうした「共通認識」を尊重すべきだと日本側を牽制(けんせい)した。

 なのだそうだけれど、僕はこんな歪なことをしなければ保持できない関係を善隣友好とは思わないし共通認識がないからこういうことになっていると思う。

 日本が日和を見続ける限りはこうした歪な関係は修正できないと思うしこれは長い目で見た場合、つまりいずれ日中の国益の傾きと方向が似通ってくるときが来るという意味なんだけど、、そういうことを考えた場合に今時こうであることは両国はおろか西アジア、東アジア、東南アジアのためにはならないと思う。

「US 'supported' BDA's dealings with N Korea」
にこんな記述があるんだけど、
According to Mr Au, the bank reported the incident to Macao police and was contacted by "agents of the United States government" whose names and affiliations he no longer recalls.
"I cordially answered the [US agents'] questions and asked if their preference was that we should desist from doing business with North Korean entities," Mr Au said. "They said that they would like us to continue to deal with [North Korea], as it was better that we conducted this business rather than another financial entity that may not be so cooperative with the United States."
